angrypirat c65629924a chore: add build quality gates, fix lint errors, refresh check-config-ids 
- Add ## Build & Quality Gates to CLAUDE.md (4-step pipeline)
- Create .venv with ruff/mypy/pytest dev tools
- Fix 3 pre-existing ruff errors (F841 unused vars, F401 unused import)
- Rewrite check-config-ids.py: self-contained, remove rooms_config dep,
  remove KNX check (not applicable to pv-anlage), use CLAUDE.md IDs
